Labour Market Impact Assessment (LMIA)
Program Overview
The Labour Market Impact Assessment (LMIA) is a document that Canadian employers must obtain before hiring a foreign worker. It ensures hiring a foreign worker will not negatively impact the Canadian job market. The LMIA is a key part of the work permit process. A positive LMIA also helps foreign workers apply for permanent residency (PR) through Express Entry or Provincial Nominee Programs (PNPs), increasing their chances of receiving an invitation for PR.
Program Requirements
- To apply for an LMIA, employers must:
- Be a registered Canadian business with a valid business number (BN).
- Offer a full-time, permanent job that meets Canadian wage standards.
- Prove efforts to hire Canadian citizens or permanent residents first.
- Foreign workers need:
- A job offer supported by a positive LMIA.
- To meet work permit or PR eligibility criteria (depending on the case).
Application Process
- Employer applies for LMIA:
Employers submit an LMIA application to Employment and Social Development Canada (ESDC). - Worker receives LMIA:
If approved, the foreign worker can use the LMIA to apply for a work permit. - PR Application:
A positive LMIA can also help foreign workers apply for permanent residency through Express Entry or a PNP.
